India’s Act East Policy aims to improve economic, strategic, and cultural ties with the South-East Asian region through intensive and continuous engagement in the areas of connectivity, trade, cultural exchange, defence, and people-to-people contact at different levels in addition to improvement of economic development of the north-eastern region of India. The webinar focuses on deliberations relating to India’s Act Easy Policy by eminent dignitaries including Minister of State for External Affairs; and Education, Government of India. The distinguished speakers have years of experience in the country’s development, diplomacy and public policy. The webinar will discuss Role of Act East Policy on developing Northeast India as a growth-node, and in enhancing linkages with the Indo-Pacific region of the world. The deliberations will also include Infrastructure development of the Northeast India and foreign trade.

Since its inception, Lex Terra has published 33 issues on various debatable facets of the environment and environment-related analytical items. Several academicians, practitioners, and students have contributed to the webzine. Through Lex Terra, we endeavour to facilitate better and greater ideas to create a community of environmentally conscious individuals from the legal and non-legal fraternity.

Lex Terra is committed to free and open access to all academic research. No publication fees will be charged to authors at any stage of the review. In addition, no subscription costs will be charged to readers. About NLUA Law Review

NLUA Law Review is one of the flagship journals of National Law University and Judicial Academy, Assam. It has been established with the objective of becoming a formidable instrument in taking the standard of legal research in the country up by several notches. It is an
Annual Peer-reviewed Journal focusing on inter- disciplinary and multi-disciplinary approaches towards legal writing.

The Journal is run by a Student Editorial Board and assisted by a Faculty Editorial Board. The Journal aims to publish articles, case comments, book reviews on all aspects of law and related issues. Here special emphasis is placed on contemporary legal studies along with its foundational philosophical thoughts. The Journal aims at giving the opportunity to legal academia, research scholars, students, advocates and activists working for the enhancement of legal scholarship.

Hence, the Journal will serve as the platform for innovative thought sharing and will aim towards contributing to the dynamic growth of legal knowledge. Here participants can discuss/analyse the contemporary legal challenges in Law in the form of articles, case notes, review articles etc

About the University

The National Law University and Judicial Academy, Assam (NLUJAA) were established by the Government of Assam by way of enactment of the National Law University and Judicial Academy, Assam Act, 2009 (Assam Act No. XXV of 2009). The Hon’ble Chief Justice of the
Gauhati High Court is the Chancellor of the University. NLUJAA promotes and makes available modern legal education and research facilities to its students, scholars and faculty are drawn from across the country, including the North East, hailing from different socio-economic, ethnic, religious and cultural backgrounds.

About Submission

The Editorial Committee of NLUA Law Review is inviting quality research papers from Academicians and professionals (inter/multi-disciplinary with the law), Judges and Advocates, Research Scholars, and Students if the editorial board deems it fit to be an extraordinary work of scholarly merit.

Submission Categories

The research paper should be thematic and identification of sub-themes will be highly appreciated. It should have proper research questions and should also reflect the findings. The submission can be sent under the following categories :

  • Research Articles: (5000 and 7000 words) Authors have to submit research papers that comprehensively examine the topic. It should reflect an innovative re-assessment of the theme. It is advisable, though not necessary, to choose a theme that is of contemporary importance. Purely theoretical-analytical pieces are also welcome.
  • Notes / Comments: (2000 and 3500 words) This section should include a thought-provoking and innovative piece consisting chiefly of personal opinions, analysis or criticism on recent development from the legal perspective.
  • Case / Report Comments: (maximum 2500 words) This part should entail an analysis of recent Indian or International judicial pronouncements relevant to the themes. It must identify and examine the line of cases in which the decision in question came about, and comment on implications for the evolution of that branch of law.
  • Book Review: (1000- 1500 words) The Reviewer should identify the relevant arguments put forth by the author and present a comprehensive analysis of the same. The Hard copy of the book must be provided.

Guidelines for Submission

  • Submissions should be in Times New Roman, 12 fonts with 1.5 line spacing, justified text and 1-inch margins on all sides of an A4 sheet.
  • Footnotes should be in Times New Roman, 10-font size with 1.0 line spacing.
  • Endnotes / Bibliography and in-text citations are not allowed.
  • Graphics, Charts, Tables, and Diagrams should be numbered consecutively and included in the body of the work.
  • Headings should follow the following standard:
  • Title of the Submission: Upper-case, bold, font size 14
  • Headings: Uppercase, bold, font size 14
  • Sub-Headings: Title-case, bold, font size 12
  • Sub-Sub-Heading: Title-case, italics, font size 12
  • Submissions must contain an Abstract (250-300 words) that outlines the main questions or themes addressed in the paper followed by five Keywords.
  • Submissions must be emailed at nlualr@nluassam.ac.in (only in .docx format). The cover letter should include the author’s profile.
  • The submission must be the original work of the author and must not have been submitted elsewhere or pending review.
  • Co-authorship is allowed.
  • The maximum number of Co-author for a submission shall only be one.
  • The mode of citation will be OSCOLA (Oxford University Standard for the Citation of Legal Authorities), the latest edition.

The Journal shall retain all copyright arising out of any publications and only the moral rights will vest with the author.

Submission Deadline

The last date for submissions is September 30th 2021.

National Policy Drafting Competition- विचार (VICHAAR): NLU Assam

NSS Unit of NLU Assam in collaboration with the Internal Quality Assurance Cell of the University feels great delight in announcing National Policy Drafting Competition- विचार (Vichaar)

ABOUT THE OPPORTUNITY 

Policy drafting and policy formulation are regarded as the primary step of any planning process for development. Participation of citizens while drafting a policy is very pertinent, especially in a democracy like ours as it is believed that the democracy is a government of the people, by the people and for the people. 

In order to inculcate a sense of participation in policy making among the youth, the National Service Scheme Unit of the National Law University and Judicial Academy, Assam in association with the Internal Quality Assurance Cell of the University have come up with a policy making and drafting competition. The National Policy Drafting Competition – (VICHAAR) is the first of its kind that is being organised by any institution of the north eastern part of our country. The purpose behind holding this competition is to evoke the youth to enhance their creativity and bring out myriad solutions on some timeless and some contemporary issues given below:

1. Reviving Start-ups Post Covid-19 Pandemic

2. Control of Domestic Violence

3. Developing J&K and Ladakh

4. Mental Health and Care

5. Inter-State Conflict Resolution

6. Privacy and Data Protection

7. Implementation of the Farm Laws  

ABOUT THE ORGANIZERS 

The National Law University and Judicial Academy, Assam (NLUJAA) has been established by the Government of Assam by way of enactment of the National Law School and Judicial Academy, Assam Act, 2009 (Assam Act No. XXV of 2009). The word ‘School’ was replaced by the word ‘University’ by amending the National Law School and Judicial Academy, Assam (Amendment) Act, 2011. The Hon’ble Chief Justice of Gauhati High Court is the Chancellor of the University. NLUJAA promotes and makes available modern legal education and research facilities to students and scholars drawn from across the country, including the North East, coming from different socio-economic, ethnic, religious and cultural backgrounds. Recently, NLUJAA has been ranked 16th in the NIRF ranking among the institutions imparting legal education in India.   

The National Service Scheme (NSS) is a Central Sector Scheme of the Government of India, Ministry of Youth Affairs & Sports. It provides an opportunity to the student youth of 11th & 12th Class of schools at +2 Board level and student youth of Technical Institution, Graduate & Post Graduate at colleges and University level of India to take part in various government led community service activities & programs. The sole aim of the NSS is to provide hands-on experience to young students in delivering community service.

STRUCTURE OF THE COMPETITION 

The National Policy Drafting Competition – (VICHAAR) will consist of following stages: 

1. Registration and Theme Selection: Participants must register and select the topic before the due date to be eligible for participation. It is advised to register beforehand and not wait for the eleventh hour in order to avoid last minute hassles. Registration is free of cost. Themes once selected will not be changed under any circumstances. Each participant can register for only one theme. A maximum of 2 co-participants are allowed to take part in the competition along with the team coordinator. So, a minimum of 1 and a maximum of 3 participants can register under a team. The registration will commence from 11/08/2021 (Tuesday) and the last date for registration is 11/09/2021 (Friday) 11:59 PM IST. 

2. Qualifier Round – Submission of the Policy Statement: The teams are expected to submit a detailed policy statement on the theme selected during the registration process. Participants must adhere to the formatting and structural guidelines as laid down. The policy Statement should be mailed on: vichaar.nss@gmail.com on or before 03/10/2021(Sunday) 11:59 PM IST. The policy statement also needs to be submitted through submission google form which will be sent to registered participants. 

3. Final Round: The qualified Participants will be expected to prepare and present a power-point presentation for not more than 10 minutes. This will be followed by a question-answer session. Final round will take place on 15/10/2021(Friday). The results will be declared on 17/10/2021 (Sunday).

GUIDELINES REGARDING STRUCTURE OF POLICY 

The draft policy submitted must contain the followings: 

1. Policy Title – A short and simple title apt with the body of the submission. 

2. An Abstract – A summary of the Policy. 

3. Statement of Problem – A concise statement of the problem dealt with in the policy. 

4. Definitions – Defining uncommon or complex terms used in the policy. 

5. Policy Statement – A detailed policy statement which may answer the following questions: 

a. Who is the primary audience required to follow the policy? 

b. What are the major conditions and restrictions? 

c. What are the details on the Applicability and Inapplicability of the policy? 

d. What are the special situations or exclusions, if any, where the policy shall not apply? 

6. Implementation Procedure – Reference to detailed procedures that are recommended in order to carry out the intent of the policy. It is advised to list the procedures in the order in which they are to be carried out. If there is no particular order, procedures should be listed alphabetically. 

7. Cost-benefit Analysis – An indication of the costs involved and the benefits aimed through the policy. 

8. Concluding Remarks – A brief concluding observation outlining the future roadmap. 

FORMATTING GUIDELINES 

⮚ The language of the submission should be in English. 

⮚ Font of the submission must be Times New Roman with size 14 for the main body (size 12 in case of footnotes). 

⮚ Line Spacing should be 1.5 for the main body (1 for footnotes). 

⮚ Citation format should be uniform throughout the Policy Submission. 

⮚ The word limit of Policy Submission should be between 2000-3000 words, exclusive of footnotes. 

⮚ The similarity is allowed up to a maximum of 10%. 

⮚ File Format must be only in .doc/.docx format. 

⮚ The file should not contain any details of the Participants. These details shall be mentioned in the Email while submitting the policy.

  • The best and the second best policy paper will be awarded with a LOR (Letter of Recommendation).
  • On the day of declaration of results, a webinar will be organised which will include government officials and several eminent personalities who will share their experiences and provide their valuable advice to the participants.

“Our hope for farm animals” on India’s 75th Independence Day Webinar Series by HSI/India and AALSA [13-20 August, 2021]
